So after two episodes that had a heavy focus on one important thing which for the pilot was trying to start to solve the case of the Wayne murders and last week's episode about child snatchers, we now get an episode which focuses more on character development than anything else, but we do definitely get a man with balloons as the name of the episode implies. That said, let's take a look:
So after being exiled by James Gordon, Oswald Cobblepot returns to Gotham undercover as just an average citizen with his purpose being about getting revenge on Fish Mooney (his former boss who works for Falcone, played by the voice of the Hippo in Madagascar, Jada Pinkett Smith) and in doing so, he manages to get a job at a restaurant that's run by mafia don Sal Maroni (played by David Zayas) and befriends the mobster in the process. Meanwhile, Gordon and Bullock investigate a case to do with a guy who sells balloons for a living that straps his victims onto weather balloons with some of the police force suspecting about Oswald not actually dead as most people previously have thought. And while all that's happening, Bruce Wayne secretly questions why Gotham is the way it is with the crime wave at an all time high while his butler Alfred tries to be father to him, going as far as telling him to eat something to be strong.
So while it is quite a different episode to what we're used to by now, I actually enjoyed it. Character development is always needed in a show like this and in every show, there will always be at least one episode that is dedicated solely to character development. It makes characters more interesting than they need to be and keeps us wanting to see how they all play out and this episode does that very well, while also dealing with the titular case at hand. 9/10
